<li>Perform Critical Path analysis and Earned Value analysis.</li>

<li>Walk the field, check the contractor’s weekly and monthly schedule progress and provide reports to the project OAR and upper management.</li>
<li>Ability to read drawings, ability to determine if work is in or out of scope, and understand terms and conditions of the contract to determine compensability, as well as concurrent delays.</li>
<li>Proactively anticipate schedule impacts and advise Project Team concerning same.</li>

<p>The Housing Authority of the City of Atlanta, Georgia (AHA or the Authority) owns, operates, or controls a public housing program consisting of housing and non-housing programs that includes, but is not limited to, common entrances, management offices, laundry rooms, common areas, corridors, hallways, elevators, and community programs. See AHA’s List of Properties, attached as Appendix A. AHA receives various Federal funds to operate, maintain, and make capital improvements to these projects. The U.S. Department of Housing and Urban Development (HUD or the Department) has funded AHA’s projects, in part, through the provision of operating subsidies and capital funding (including the Comprehensive Grant Program (CGP), the Comprehensive Improvement Assistance Program (CIAP), Capital Fund Program, Public Housing Drug Elimination Program (PHDEP), and the HOPE VI revitalization grants).</p>
<p>AHA is subject to Federal civil rights laws and regulations. See Section 504 of the Rehabilitation Act of 1973 (Section 504)1; Title II of the Americans with Disabilities Act of 1990 (ADA)2; the Fair Housing Act of 1968, as amended (Fair Housing Act)3; the Architectural Barriers Act of 19684, Section 109 of the Housing and Community Development Act of 1974 (Section 109)5 and the respective implementing regulations for each Act. See also HUD’s implementing regulations at 24 C.F.R. §§ 960.103 and 982.53, as well as the relevant contractual provisions of AHA’s Moving to Work (MTW) Agreement with HUD.<br />During the week of February 6-10, 2006, the Department conducted an on-site review of AHA’s compliance with Section 504 and Title II of the ADA. <li> Manages and coordinates project team, District staff, and contractors in communicating directives and ensuring the project scope is built according to plans, specifications, and cost limits </li>

<p>The Baldwin Park Home Depot project is a Home Depot standard plan configuration that thas been used on the majority of its stores around the country. These tilt up concrete, high bay, panelized roof buildings are created for efficiency and economy. Exposed structural and system elements abound as a teaching tool and for economy&#8217;s sake. Undisguised and unfinished building elements are accepted in the name of lower overhead, and thus lower prices.</p>
<p>Enclosed in a narrow site, bounded by Puente Avenue on the west and a hotel on the east, parking for the Home Depot is inserted south of the building between several existing retail mall buildings. Pole lamps along the perimeter of the site illuminate three sides of the building, while single and dual head pole lamps light up the general parking area.</p>
<p>Common to projects like this, the owner furnished all the light fixtures, poles, switchgear, panels and the emergency generator assembly.This is a method whereby owners agree to take on the risk and responsibility of all major material purchases to avoid contractor mark-ups. Because Home Depot’s focus is on retail sales of building materials, they have a significant advantage over most owners in that they were able to furnish the materials at a wholesale cost through their own distribution channels. As such, they were not only able to negate the contractor material mark-ups but were also able to save the cost differential between full wholesale and retail.</p>
<p>As part of its services to Energy Services Contractors, Inc., we prepared a lump sum bid for all CSI Division 16 components of the primary warehouse and ancillary buildings. Performing by the high standards of DACM Project Management estimating department, a thorough review of the bid documents was conducted which identified specifics of the scope of work. We then secured quotes from numerous wholesale suppliers and were responsible for all material quantity take-off preparation and pricing. We also provided data for and secured quotes from various low voltage system subcontractors, including life safety / fire alarm, security, display lighting controls, communications and remote lighting systems.</p>

<h3>County of Ventura Hall of Justice Municipal Courts and Law Library &#8211; ADA and Security Upgrades</h3>

<p>The Hall of Justice facility in Ventura, California is in the heart of the Ventura County Government Center. Prior to this construction effort, the design of the facility prevented the County of Ventura from effectively controlling access into and out of the structure. Since the facility is the main courthouse for the County, and the police regularly bring criminals to the facility for their hearings, the objective on this project was to secure access and increase security. All exit doors were replaced with exit-only security checkpoints. Metal detectors and x-ray machines were installed at all entrances. Numerous security cameras and card readers were also installed throughout the facility.</p>
<p>In addition to the security upgrades made throughout the facility, the construction work also included American Disabilities Act (ADA) retrofitting of restrooms, a partial expansion of the existing cafeteria, the addition of cross corridor doors, and the remodel of the law library book check-out area.</p>
<p>DACM Project Management prepared a highly detailed baseline schedule which identified the overall phasing of the work throughout the facility such that hearings within the courthouse could continue uninterrupted. This lack of interruption was of paramount importance to the County of Ventura as any disruptive noises could have been challenged as interfering with a jurors ability to hear testimony and as such, a mistrial could possibly result. These constraints required that a great deal of the work take place after hours and on weekends. After a thorough review of the Contract Documents and identifying the logistical issues affecting the work, we researched various approaches to identify the best manner in which to proceed.</p>

<p>The Tillman Water Reclamation Plant processes residential and commercial wastewater generated in the San Fernando Valley portion of the City of Los Angeles. The facility was designed to utilize reclaimed water both on its grounds and for irrigation purposes in an adjoining park. Within the facility, we provided scheduling and cost control services for several modification projects to increase the capacity of and provide flood protection for the facility. The Tillman Water Reclamation Plant is networked with other sewerage treatment and related facilities within the City of Los Angeles system.We have performed services at several of these facilities as part of our overall services associated with the Tillman Water Reclamation Plant as follows:</p>

</strong>We provided project coordination and construction management services during the upgrading and expansion of this Bel Air, California facility.</p>

</strong>We provided project controls advisory and review services during replacement and upgrading of the bar screens, filter systems, influent pumps, control system, gas sensors and hydrochloride facility at this installation.</p>

</strong>We provided construction advisory, drawing tracking and quality review services during the expansion and upgrading of this facility.</p>

<p>The Sinai Temple campus expansion included modification of the existing facilities as well as a new addition. Four levels of underground parking were added, along with a preschool, a two level auditorium, and a multi-purpose room, and two levels of classrooms. A rooftop outdoor recreation area provided the finishing touch to the new addition.</p>
<p>This project required demolition of existing buildings on the site and multi-phasing of the construction project. Key to the success and operation of this project was continuous uninterrupted operation of the existing facilities. Under contract with Tishman Construction Corporation of California, DACM Project Management programmed the construction sequencing of the project into three distinct phases: the underground parking structure, the new structure, and the remodeling of the existing temple structure. Based on this sequencing, we prepared a 100% Schematic Cost Estimate for the entire project.</p>
<p>We also conducted value engineering studies to maximize the value of materials specified for the project. The estimate included fifty trade component subtotals, bound within the CSI format. This thirty six page estimate delineated the scope of work in quantity and cost units that assisted the Architectural design team and the temple congregation in making significant cost saving decisions regarding this expansion project.</p>
